This scenario takes place in Windsor, Ontario, in the middle of one of the hottest summers on record. Windsor has been doing well with a zero tax rate and an abundant treasury. However, the population is at a standstill.
Then the inferno begins!
Put out this blaze, and then make changes necessary to raise the population to 320,000.
You have ten years.
